Vacant position: head of the legal affairs department of NJSC “West Kazakhstan Marat Ospanov Medical University”
Basic requirements for the participant of the competition:
Higher legal education, work experience not less than 5 years
Functional responsibilities:
Head of the legal affairs department must:
- Ensure observance of the rule of law in the activities of the University and protection of its legal interests.
- Carry out legal expertise of draft orders, instructions, regulations, standards and other acts of the legal nature, prepared in the organization, endorse them, and also participate, if necessary, in the preparation of these documents.
- Take measures to change or cancel orders of the Chairman of the Management Board issued in violation of the current legislation.
- Organize the preparation of opinions on legal issues arising in the activities of the University.
- Organize work on conducting an internal analysis of corruption risks.
- Monitor corruption risks at the university and coordinate measures to prevent them
The head of the legal affairs department provides:
- Conduction of work to clarify the current legislation and the procedure for its application, to provide legal assistance to the structural divisions of the University in claim work, preparation and transfer of the necessary materials to the judicial authorities.
- Represents the interests of the University in court, as well as in government and other organizations when considering legal issues, to carry out the conduct of court cases.
- Manages the staff of the department, coordinates the appointment and dismissal of the lawyers of the department.
- Timely makes changes to the draft job descriptions of employees of his department in accordance with the current legislation (exclude, supplement powers) with further submission to the personnel department
List of documents for participation in the competition:
- copy of the identification document;
- copies of diplomas of higher education, and (or) academic or scientific degree, a document on academic title and originals for verification;
- copies of certificates of retraining and advanced training (if any) and originals for verification;
- medical certificate on the state of health (medical professional advisory opinion) according to the form No. 075 / y, according to the forms of primary medical documentation of healthcare organizations, approved by order of the acting Minister of Health of the Republic of Kazakhstan dated November 23, 2010 No. 907, issued no more than six months before the date of submission of documents (or a notarized copy);
- certificate from neuropsychiatric organization in the form, in accordance with the standard of the state service “Issuance of a certificate from a neuropsychiatric organization” approved by order of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 27, 2015 No. 272, issued no more than one year before the date of submission of documents (or a notarized copy);
- certificate from narcological organization in the form, in accordance with the standard of the state service “Issuance of a certificate from narcological organization”, approved by order of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 27, 2015 No. 272, issued no more than one year before the date of submission of documents (or a notarized copy).
- certificate on presence or absence of information on the records issued by the Committee for Legal Statistics and Special Records of the General Prosecutor’s Office of the Republic of Kazakhstan on the person committing a criminal offense.
- the participant of the competition has the right to submit additional information regarding his education, work experience, professional level, knowledge of languages (list of scientific publications, recommendations from the management of the previous place of work, certificates, diplomas, etc.);
- Persons working at the university apply characteristics of the higher management.
