Rules for admission to the military department.

In accordance with the Order of the Minister of Defense of the Republic of Kazakhstan dated July 24, 2017 No. 375 “On approval of the Rules of Military training for reserve officers and reserve Sergeants”, military training of citizens for reserve officers and sergeants programs is organized and carried out in military accounting specialties at military departments of Organizations of higher and (or) postgraduate education based on the higher professional education received in accordance with the annual recruitment plan approved by the Minister of Defense of the Republic of Kazakhstan.

Military training of students is an additional type of education and consists of theoretical and practical training courses, a training camp for young students and professional practice for female students.

Military training according to the reserve officers programs is carried out free of charge (by state educational order) and on a reimbursable basis, according to the reserve sergeants program – on a reimbursable basis in accordance with the recruitment plan of the Ministry of Defense of the Republic of Kazakhstan based on the mobilization needs of the Armed Forces, other troops and military formations, as well as the need to accumulate a military reserve. The cost of tuition for military training on a reimbursable basis is determined by the organization of higher and (or) postgraduate education. Students from other universities in Aktobe who do not have a military department may be admitted to military training on a reimbursable basis by the head of the organization of higher and (or) postgraduate education in coordination with the Ministry of Defense of the Republic of Kazakhstan when providing places according to the recruitment plan. Students of the Faculty of General Medicine of the M. Ospanov West Kazakhstan Medical University recommended by the selection committee for training are involved free of charge.

Full-time students are allowed to participate in the competition – citizens of the Republic of Kazakhstan under the age of 24 years for the year of the competition, who do not have a criminal record. Students who have served military service are allowed to participate in military training out of competition free of charge (by state educational order) after passing a medical examination.

The competition for the selection of students is carried out in four stages:

the first stage is the passage of a medical examination in accordance with the Rules of military medical examination and the Regulations on military medical examination bodies in the Armed Forces of the Republic of Kazakhstan, approved by Order of the Minister of Defense of the Republic of Kazakhstan dated December 21, 2020 No. 716 (registered in the Register of State Registration of Normative Legal Acts No. 21869);

the second stage is the conduct of professional psychological testing;

the third stage is a physical fitness check;

the fourth stage is a competitive selection carried out in accordance with the calculation of the rating score, compiled and approved by the head of the organization of higher and (or) postgraduate education.

The selection of students to study at the military department is carried out by the selection committee on the basis of a competition in accordance with the recruitment plan, which is approved annually by the Minister of Defense of the Republic of Kazakhstan.

The organization of receiving documents and passing the first stage of the competition is entrusted to the military department.

The second, third and fourth stages are conducted by the selection committee. Passing each stage of the competition is allowed only once. An applicant who has not passed the previous stage is not allowed to proceed to the next stage.

For training under the reserve officer training program, documents are accepted from students of the first (with 3 and 4 years of study) and second year students (with 5 years of study).

 For training under the reserve sergeants training program, documents are accepted from students of the first, second (with 4 years of study) and first, second, third courses (with 5 years of study).

Training programs for reserve officers are conducted in 9 military accounting specialties, and training programs for reserve sergeants are conducted in 4 military accounting specialties.

The duration of military training according to the reserve officers program at the military department is 2 years, according to the reserve sergeants program – 1 year.

Students who have completed a full course of military training, passed exams and passed training camps, after receiving a diploma of graduation from a higher educational institution, in accordance with the established procedure, are awarded a military rank according to the reserve officers program “lieutenant of the reserve medical service”, “lieutenant of the reserve”, and according to the reserve sergeants program “junior sergeant of the reserve”.

Historical background

The Military Department was established in 1957. During this time, the department has trained tens of thousands of highly qualified reserve officers and sergeants. Today, many graduates of the department hold various, including senior positions in the Armed Forces of the Republic of Kazakhstan and in other law enforcement agencies of the Republic of Kazakhstan.

In accordance with the order of the Chief of the General Staff of the Armed Forces of the Republic of Kazakhstan No. 49 dated 02/23/1999, on the basis of the department, students of other universities were trained according to the reserve officers program for military accounting specialties of artillery unit commanders. On the basis of the order of the Chief of the General Staff of the Armed Forces of the Republic of Kazakhstan No. 59 dated 03/10/2001, reserve officers are trained in military accounting specialties for deputy commanders of artillery units for educational and socio-legal work.

According to the order of the Minister of Defense of the Republic of Kazakhstan dated 03/05/2004 No. 94 and the Order of the Minister of Education and Science of the Republic of Kazakhstan dated 02/20/2004 No. 132, the military department of the Republican State-owned Enterprise “West Kazakhstan State Medical University named after Marat Ospanov was given interuniversity status.”

By Order of the Minister of Defense of the Republic of Kazakhstan No. 188 dated 06/29/2007, during the 2007-2009 academic years, training of career officers from among graduates of higher educational institutions was conducted. The military department has an educational building with all the necessary classrooms, a drill ground, a tactical training field, a firing camp, and storage facilities.

There are tactical terrain models, small artillery and small combined arms ranges with laser and sound simulation of the activities of their troops and the enemy, targets, shots, shell bursts, controlled using a distributed local computer network. A training medical center of the unit has been deployed, there are service kits of medical equipment, a laser and an interactive shooting range that allow you to perform tasks of shooting from a PM pistol.

In accordance with the reserve officer training program, students studying at the military department undergo training camps, professional practice in military unit 30238, at the military hospital of the Ministry of Defense of the Republic of Kazakhstan in Aktobe.

For the purpose of military-patriotic education of young people, the military department annually organizes meetings of students of the military department with veterans of the Great Patriotic War and internationalist soldiers. Military-patriotic events are also held in museums and schools in Aktobe with students and schoolchildren.

In 2015 and 2016, the team of the military department took part in the Republican military-patriotic youth rally “Aybyn”. In 2016, our team took the first place among medical universities.

After graduating from the military department, graduates can get a job in the Armed Forces of the Republic of Kazakhstan, the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the Ministry of Emergency Situations of the Republic of Kazakhstan. Graduates of the medical profile can get a job as doctors in military medical institutions and units of the Republic of Kazakhstan.

Military doctors during their service can improve their skills in institutions of the Ministry of Health of the Republic of Kazakhstan, in the Center of Military Medicine of the Ministry of Defense of the Republic of Kazakhstan, as well as in military medical institutions of the near and far abroad.

It is also possible to participate in peacekeeping operations as part of the UN coalition forces.
