Vacant position: Chief physician of the Family Medicine Clinic of NJSC “West Kazakhstan Marat Ospanov Medical University”
Basic requirements for the participant of the competition:
A person who has a specialist certificate, the highest or first qualification category in the specialty “Health Management” or “Health Organization”, work experience in senior positions or public health management bodies for at least 5 years is appointed to the position of chief physician of the Family Medicine Clinic.
Functional responsibilities:
Chief physician of the Family Medicine Clinic:
1) Organizes, controls the work on providing timely and high-quality outpatient, inpatient replacement care to the attached population in the clinic and at home, as well as providing medical and diagnostic assistance to clients applying to the KSM;
2) Ensures an increase in the efficiency of the KSM, the competitiveness of the services provided, their compliance with state standards;
3) Organizes the production and economic activities of the KSM on the basis of the use of the latest equipment and technology, progressive forms of management and labor organization, the study of best practices in order to improve the technical level and quality of services, rational use of production reserves and economical use of all types of resources;
4) On behalf of the Chairman of the Board – Rector, represents the KSM in state bodies;
5) Analyzes the activities and, based on the assessment of its performance indicators, takes the necessary measures to improve the forms and methods of the organization’s work;
6) Monitors compliance with the requirements of the internal labor regulations, safety, labor protection, technical operation of devices, equipment and mechanisms;
7) Submits a report on the work done for the year to the Chairman of the Board-Rector:
- on the clinical activities and development of the material and technical base of the KSM;
- defines specific activities for the next year;
- on work with personnel, reasons for turnover and measures to eliminate the identified reasons.
8) Takes measures to provide the organization with qualified personnel, the rational use of their professional knowledge and experience, the creation of safe working conditions for life and health, the formation of a favorable psychological atmosphere in the team;
9) Ensures effective interaction of structural divisions, directs their actions to the development and improvement of the services provided, their compliance with state standards;
10) Develops and conducts measures aimed at preventing and reducing general and infectious morbidity, morbidity with temporary disability, disability and general mortality of the population.
List of documents for participation in the competition:
- copy of the identification document;
- copies of diplomas of higher education, and (or) academic or scientific degree, a document on academic title and originals for verification;
- copies of certificates of retraining and advanced training (if any) and originals for verification;
- copies of certificates of a specialist / admission to clinical activity and a certificate of a medical category for the profile of the structural unit;
- list of scientific works and inventions (if any). For university employees, the list of scientific papers is certified by the academic secretary;
- medical certificate on the state of health (medical professional advisory opinion) according to the form No. 086 / y, according to the forms of primary medical documentation of healthcare organizations, approved by order of the acting Minister of Health of the Republic of Kazakhstan dated November 23, 2010 No. 907, issued no more than six months before the date of submission of documents (or a notarized copy);
7) certificate from neuropsychiatric organization in the form, in accordance with the standard of the state service “Issuance of a certificate from a neuropsychiatric organization” approved by order of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 27, 2015 No. 272, issued no more than one year before the date of submission of documents (or a notarized copy);
8) certificate from narcological organization in the form, in accordance with the standard of the state service “Issuance of a certificate from narcological organization”, approved by order of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 27, 2015 No. 272, issued no more than one year before the date of submission of documents (or a notarized copy);
9) certificate on presence or absence of information on the records issued by the Committee for Legal Statistics and Special Records of the General Prosecutor’s Office of the Republic of Kazakhstan on the person committing a criminal offense;
10) participant of the competition has the right to provide additional information regarding his education, work experience, professional level, knowledge of languages (list of scientific publications, recommendations from the administration of the previous place of work, certificates, diplomas, etc.);
11) Persons working at the university applies characteristics of the higher management;
12) CV;
13) Persons wishing to participate in the competition to fill the vacant head physician of the Family Medicine Clinic must additionally prepare a presentation on their vision of the development of this structural unit.
