Vacant position: Head of the Medical Center of NJSC “West Kazakhstan Marat Ospanov Medical University”

Basic requirements for the participant of the competition:

• Higher education in the field of study “Healthcare” and a certificate of completion of a certification course (retraining) in the specialty “Health Management” (“Public Health”) and (or) a certificate of qualification in the relevant specialty or higher education in the field of study “Healthcare” “and (or) “Business, Management and Law” or postgraduate education in the field of study “Healthcare” and (or) “Business and Law” or MBA degree executive or full time, certificate of a manager in the field of healthcare, work experience in senior positions in healthcare field for at least 3 years;
• for the implementation of medical activities (medical practice) – the availability of professional competencies: compliance with the general requirements for the qualification of a doctor (according to the profile) of the first (highest) qualification category, a specialist certificate for admission to clinical practice.

Functional responsibilities:

Head of the Medical Center:

1) Manages, in accordance with the legislation, the production, economic, financial and economic activities of the organization, bearing full responsibility for the consequences of decisions taken, the safety and effective use of the organization’s property.

2) Ensures an increase in the efficiency of the medical center, an increase in profits, an increase in the quality and competitiveness of the services provided, their compliance with state standards and standards of highly developed countries in order to win the market.

3) Organizes production and economic activities based on the use of the latest equipment and technology, progressive forms of management and labor organization, existing scientifically based standards of material, financial and labor costs, studying market conditions and best practices (domestic and foreign) in order to improve the technical level and quality of services, rational use of production reserves and economical spending of all types of resources.

4) Participates in providing the organization with qualified personnel and developing their professional knowledge and experience, creating safe and favorable working conditions for life and health, forming a favorable psychological atmosphere in the team.

5) Ensures the implementation of the mobilization program, if there is a mobilization task.

6) Defines the policy, strategy of the MC activity and the mechanism of its implementation.

7) Issues orders on the MC.

8) Develops prospective and current work plans of the MC, submits them for approval to the top management and ensures their implementation.

9) Takes measures to eliminate emergency incidents in the center (theft of special accounting forms, drugs, material values, fire, sudden death, accident of technical services, detection of a particularly dangerous infection, etc.) with simultaneous informing of the university management about the incident.

10) Participates in the conclusion of contracts for the use of sanitary vehicles, repair of engineering and technical communications (ventilation, radiotelephone communication, electrical wiring, etc.), maintenance of medical equipment and control and measuring devices, mechanized cleaning of the MC territory.

11) Carries out systematic quality control of diagnostic, therapeutic and preventive measures.

12) In accordance with the instructions of the health authorities, organizes quality and effectiveness checks of new medicines, equipment, equipment.

13) Complies with the requirements of internal regulatory documents.

14) Observes the internal work schedule of the university.

List of documents for participation in the competition:

• copy of the identification document;
• copies of diplomas of higher education, and (or) academic or scientific degree, a document on academic title and originals for verification;
• copies of certificates of retraining and advanced training (if any) and originals for verification;
• copies of certificates of a specialist / admission to clinical activity and a certificate of a medical category for the profile of the structural unit;
• list of scientific works and inventions (if any). For university employees, the list of scientific papers is certified by the academic secretary;
• medical certificate on the state of health (medical professional advisory opinion) according to the form No. 075 / y, according to the forms of primary medical documentation of healthcare organizations, approved by order of the acting Minister of Health of the Republic of Kazakhstan dated November 23, 2010 No. 907, issued no more than six months before the date of submission of documents (or a notarized copy);
• certificate from neuropsychiatric organization in the form, in accordance with the standard of the state service “Issuance of a certificate from a neuropsychiatric organization” approved by order of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 27, 2015 No. 272, issued no more than one year before the date of submission of documents (or a notarized copy);
• certificate from narcological organization in the form, in accordance with the standard of the state service “Issuance of a certificate from narcological organization”, approved by order of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 27, 2015 No. 272, issued no more than one year before the date of submission of documents (or a notarized copy);
• certificate on presence or absence of information on the records issued by the Committee for Legal Statistics and Special Records of the General Prosecutor’s Office of the Republic of Kazakhstan on the person committing a criminal offense;
• participant of the competition has the right to provide additional information regarding his education, work experience, professional level, knowledge of languages (list of scientific publications, recommendations from the administration of the previous place of work, certificates, diplomas, etc.);
• Persons working at the university applies characteristics of the higher management;
