Vacant position: head of the economics and planning department of NJSC “West Kazakhstan Marat Ospanov Medical University”
Basic requirements for the participant of the competition:
Higher professional education (economic), work experience not less than 5 years and managerial positions for at least 2 years.
Functional responsibilities:
Head of the economics and planning department:
1) Carries out the collection and analysis of information to work out a development plan for the University:
2) Coordinates the work on formation and approval of the development plan;
3) Analyzes actual indicators and reporting data of financial and economic activities;
4) Organizes development of planned cost standards (material, financial, labor);
5) Implements the development plan of the University:
6) Controls the implementation of income and expenditure indicators of the development plan of the university;
7) Analyzes deviations and reasons for non-fulfillment of the revenue side and cost overruns of expenditure items of the development plan;
8) Makes adjustments to the development plan in case of a decision made by the management and the justification for spending funds (adjustments). Develops projects of prices for rendered services;
9) Draws up and submits reports on the implementation of the development plan.
10) Analyzes the reasons for non-fulfillment and / or untimely fulfillment of orders of the university leadership on the competence of the department, with the provision of relevant information materials.
11) Carries out systematic control over the procedures for the formation, coordination and approval of prices for services rendered by the university.
12) Develops recommendations and participates in the implementation of measures to ensure a saving mode with the optimal use of university resources, increase efficiency and profitability, reduce costs and non-productive costs;
List of documents for participation in the competition:
1) copy of the identification document;
2) copies of diplomas of higher education, and (or) academic or scientific degree , a document on academic title and originals for verification;
3) copies of certificates of retraining and advanced training (if any) and originals for verification;
4) medical certificate on the state of health (medical professional advisory opinion) according tothe form No. 086 / y, according to the forms of primary medical documentation of healthcare organizations, approved by order of the acting Minister of Health of the Republic ofKazakhstan dated November 23, 2010 No. 907, issued no more than six months before the dateof submission of documents (or a notarized copy);
5) certificate from neuropsychiatric organization in the form, in accordance with the standard of the state service “Issuance of a certificate from a neuropsychiatric organization” approved by order of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 27, 2015 No. 272, issued no more than one year before the date of submission of documents (or a notarized copy);
6) certificate from narcological organization in the form, in accordance with the standard of the state service “Issuance of a certificate from narcological organization”, approved by order of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 27, 2015 No. 272, issued no more than one year before the date of submission of documents (or a notarized copy).
7) certificate on presence or absence of information on the records issued by the Committee for Legal Statistics and Special Records of the General Prosecutor’s Office of the Republic of Kazakhstan on the person committing a criminal offense.
8) the participant of the competition has the right to submit additional information regarding his education, work experience, professional level, knowledge of languages (list of scientific publications, recommendations from the management of the previous place of work, certificates, diplomas, etc.);
9) Persons working at the university applies characteristics of the higher management.
