Vacant position: Head of the quality management system service of NJSC “West Kazakhstan Marat Ospanov Medical University”

Basic requirements for the participant of the competition:

A person who has a higher education and work experience in the profile of the department for at least 3 years, has knowledge in the field of quality management system, has experience in the development and implementation of quality management system documentation in accordance with ISO 9001-2015, experience in conducting audits, is appointed to the position of Head of the Quality Management System Service.

Functional responsibilities:

The Head of the Quality Management System Service is obliged to:

  1. Organize the quality control of educational and medical services provided by the university in accordance with the requirements of standards and approved internal documentation.
  2. Organize the development of Quality Policy and Objectives.
  3. Ensure that the Quality Policy and Objectives are communicated to each employee.
  4. Ensure the maintenance of the management system in accordance with the requirements of MS ISO 9001:2015.
  5. Organize internal audits of the QMS. Determines the rational workload of departments and performers, ensures control over the progress of information receipt, compliance with schedules and regulations for solving tasks and performing work on time, and the quality of work.
  1. Analyze the interactions of the processes of the quality management system.
  2. Develop plans and programs for the quality management system.
  3. Organize and coordinate the publication of quality management system documents.
  4. Provide training of internal auditors on the quality management system.
  5. Manage internal regulatory documents of the QMS, including their publication, approval, approval, distribution and updating.Organizes and manages informatization and information security.
  6. Control the maintenance of records in departments.
  7. Monitor the process of conducting internal audits.
  8. Control the management process of nonconforming products.
  9. Monitor the implementation of corrective actions.
  10. Maintain contacts with external organizations on certification and recertification of the quality management system.
  11. Organize the preparation of materials for the analysis of the quality management system by the management.
  12. Participate in the development and monitoring of the implementation of corrective actions to eliminate inconsistencies identified as a result of internal audits, as well as those carried out based on the results of the QMS performance analysis.
  13. Organize work to improve the skills of personnel in the field of QMS.
  14. Select applicants for internal auditors taking into account the requirements of ISO standards.
  15. Provide solutions to emerging quality problems.
  16. Organize the process of self-assessment in preparation for institutional accreditation of the university and specialized accreditation of educational programs.
  17. Organize the process of post-accreditation monitoring of the university’s activities and educational programs.
  18. To organize the process of rating the university in the areas and levels of training of specialists.
  19. Develop proposals for management on the forms of stimulating staff activities in order to improve the effectiveness of the QMS.
  20. To ensure the safety of material and information values under his responsibility.
  21. Comply with the requirements of internal regulatory documents.
  22. Comply with the requirements of occupational health, safety and environmental protection.
  23. Observe the rules of internal labor regulations.
  24. Comply with the requirements of this job description.

  2. A copy of the identity document;
  3. Copies of diplomas of higher education, academic and academic degrees, a document of academic rank and originals for verification;
  4. Copies of certificates of retraining and advanced training (if available) and originals for verification;
  5. Copies of the specialist certificate/ admission to clinical activity and the certificate of the medical category according to the profile of the discipline of the department (for clinical departments);
  6. List of scientific papers and inventions (if available). For university employees, the list of scientific papers is assured by the scientific secretary;
  7. Medical certificate of health status in form No. 075/y;
  8. Certificate from a neuropsychiatric organization in the form;
  9. Certificate from the narcological organization in the form;
  10. Certificate of non-criminal record;
  11. Information about the commission of a corruption crime by a person.
  12. The participant of the competition has the right to provide additional information concerning his education, work experience, professional level, knowledge of languages, etc.
  13. Persons working at the university attach a description of the head of the department.
