Dear heads of structural divisions, University Clinics, employees!

According to the Regulations on the formation of the personnel reserve of employees of the NJSC «West Kazakhstan Marat Ospanov Medical University», it is planned to create a personnel reserve of senior positions in accordance with the organizational structure of the University for 2024-2025. The personnel reserve is formed in order to promptly staff vacant or newly created positions, managerial positions with trained specialists.

The nomination of candidates to the personnel reserve is carried out:

– by a superior or direct supervisor;

– by self-nomination of a candidate.

Attached is a list of positions included in the personnel reserve:

  1. Administrative and management reserve:

-Vice-rector, executive director, head of the medical center / clinics of the University, heads of structural divisions (department, center, department, department), chief accountant.

  1. Heads of research and educational departments:

-deans of faculties, heads of departments, centers, heads of scientific laboratories, etc.

The personnel reserve consists of an external and an internal reserve. The external reserve is represented by potential candidates who are not University employees who have applied for inclusion in the personnel reserve.

The internal reserve is formed from University employees provided by the head of the department or a self-appointed candidate.

Persons nominating their candidacy independently (self-nominees, including external candidates), in order to include them in the personnel reserve group, prepare information about themselves indicating the name of the position to be applied for in the structural unit in accordance with the form (application 2).

The formation of the personnel reserve is carried out by the personnel commission of the University. The documents of candidates applying for the personnel reserve are pre-selected for compliance with qualification requirements and are admitted to the competition commission. Further, the competition commission considers and selects candidates for inclusion in the personnel reserve on the basis of the submitted documents.

When selecting candidates for inclusion in the personnel reserve, the following are taken into account:

  1. a) work experience in the intended type of activity;
  2. b) compliance of the level of education with the qualification requirements for the proposed position;
  3. c) academic degree, title (if necessary);
  4. d) a list of scientific and educational works (if necessary);
  5. e) readiness to move.

Based on the above, we ask you to submit the following documents to the Department of Human Resources Management by February 25, 2024:

1) An application, a table with a list of candidates, a completed questionnaire from a participant in the candidate’s personnel reserve in accordance with the form (appendix 1,2,3), information about the candidate (nominating their candidacy independently) and a memo from the head of the structural unit with a recommendation are provided by e-mail ok@zkgmu.kz in electronic and scanned format or in the 105th office, The Main building.

Up to 2 candidates can be nominated for each position of the personnel reserve.
