Announcement for the vacant position of the Head of Civil Protection Department Management NAO “West Kazakhstan Medical University named after Marat Ospanov”

The name of the vacant position: Head of Civil Protection Department Management of the NAO “West Kazakhstan Medical University named after Marat Ospanov”.

The main requirements for the participant of the competition:

A person with a higher education and a total work experience of at least 5 years is appointed to the position of head of the civil protection department.

Functional responsibilities:

1.1. Manage the activities of the department in the performance of the functions assigned to it.

1.2. Ensure that employees of the department comply with the requirements of the governing documents on civil protection.

1.3. Ensure that employees of the department comply with the internal labor regulations of the university.

1.4. Develop technical documentation on radiation safety and labor protection, safety, fire safety, anti-terrorist safety and ecology.

1.5. Lead the development of a civil protection plan in peacetime and wartime, with annual adjustments.

1.6. Develop a standard passport for the anti-terrorist security of the facility, correct if necessary.

1.7. Ensure the readiness of governing bodies, communication and warning systems, forces and means of the university for actions in emergency situations.

1.8. Work as a member of the university commission on safety and labor protection and civil protection.

1.9. Represent the university in all state bodies and organizations on civil protection issues.

1.10. Identify dangerous and harmful production factors.

1.11. Monitor compliance with the established procedure for certification of workplaces in terms of working conditions and certification of educational and medical premises, the implementation of conclusions on the protocols for measuring the parameters of dangerous and harmful factors.

1.12. Control over the compilation of lists of professions and positions, in accordance with which employees must undergo mandatory preliminary and periodic medical examinations.

1.13. Participation in the development and implementation of more advanced means of protection against the effects of dangerous and harmful factors.

1.14. Obtain state permits for the emission and discharge of harmful substances.

1.15. Ensure control over compliance with radiation safety in the course of receipt, issue, transfer, export, transportation of radioactive substances, materials, radioactive substances, materials, radioactive waste, hazardous waste at burial and waste disposal sites.

1.16. Organize the training of university employees on training programs and conduct exercises and drills with students and university staff.

1.17. To control the provision of the formation of the university with personal protective equipment and property.

1.18. Organize work on the creation, equipping and maintaining in constant readiness of civil protection formations, approves the functional duties of the heads of formations.

1.19. Organize work to maintain the constant readiness of the control, communication and warning systems.

1.20. Supervise the training of employees who are and are not part of the civil protection formations.

1.21. Control the implementation of plans and adopted decisions on civil protection measures.

1.22. Organize the propaganda of knowledge in the field of civil protection, safety and labor protection, anti-terrorist and environmental safety.

1.23. Organize work on the line of protection of state secrets.

1.24. To exercise control over the fulfillment of radiation safety requirements, the creation of safe working conditions, and the provision of environmental protection from radioactive contamination.

1.25. To carry out the organization of technological processes in the divisions of the organization in order to ensure the radiation safety of the processing of fissile materials.

1.26. Participate in the work of commissions for the commissioning of new equipment, instruments and installations containing radioactive and generating, ionizing substances.

1.27. Conduct an analysis of the state of radiation safety and the causes of occupational morbidity.

1.28. Control the correctness of admission to work with sources of ionizing radiation and radioactive substances.

1.29. Take part in the development of planned measures to prevent a radiation accident, control the readiness of the organization’s departments to carry out these measures.

List of documents for participation in the competition:

1) a copy of the identity document;

2) copies of diplomas of higher education, and (or) academic and academic degrees, a document of academic rank and originals for verification;

3) copies of certificates of retraining and advanced training (if available) and originals for verification;

4) medical certificate of health status (medical professional advisory opinion) in the form No. 075/u, according to the forms of primary medical documentation of healthcare organizations approved by the order of the Acting Minister of Health of the Republic of Kazakhstan dated November 23, 2010 No. 907, issued no more than six months before the date of submission of documents (or notarized copy);

5) a certificate from a neuropsychiatric organization in the form, according to the standard of the state service “Issuance of a certificate from a neuropsychiatric organization”, approved by Order No. 272 of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 27, 2015, issued no more than one year before the date of submission of documents (or a notarized copy);

6) a certificate from a narcological organization in the form, according to the standard of the state service “Issuance of a certificate from a narcological organization”, approved by Order No. 272 of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 27, 2015, issued no more than one year before the date of submission of documents (or a notarized copy);

7) a certificate on the presence or absence of information on records issued by the Committee on Legal Statistics and Special Records of the Prosecutor General’s Office of the Republic of Kazakhstan on the commission of a criminal offense by a person;

8) the participant of the competition has the right to submit additional information concerning his education, work experience, professional level, knowledge of languages (a list of scientific publications, recommendations from the management of the previous place of work, certificates, diplomas, etc.);

9) persons working at the university attach a description of the higher management;
