Vacant position: head of the Department of Radiology of NJSC ” Marat Ospanov West Kazakhstan Medical University”
Basic requirements for the participant of the competition:
Compliance with the general requirements for the qualification of a doctor (by profile) of the first (highest) qualification category in clinical specialties (if any) or work experience in the relevant clinical specialty for at least 6 years; specialist certificate for admission to clinical practice.
Functional responsibilities:
The Head of the Department of Radiology must:
- Manages the structural unit of the organization, organizes the work and effective interaction of structural units to provide timely and high-quality medical and drug assistance to the population.
- Ensures compliance with medical ethics requirements.
- Bears personal responsibility for compliance with anti-corruption legislation, and taking measures to prevent manifestations of corruption on his part and persons subordinate to him, for the material and technical, medicinal resources entrusted to him, as well as responsibility for their safety and targeted use.
4.Defines the policy, strategy of activity of the structural unit of the healthcare organization and the mechanism for its implementation.
- Takes measures to provide the organization with qualified personnel, the rational use of their professional knowledge and experience, the creation of safe and healthy conditions for their life and work, the formation of a favorable psychological atmosphere in the team.
- Ensures the introduction of new and improvement of existing diagnostic, medical and preventive care, improving the quality and competitiveness of the services provided.
- Organizes work on the study and assessment of sanitary and epidemiological situations.
- Takes effective measures to improve the sanitary and epidemiological situation.
- Organizes operational and laboratory-instrumental control over the implementation of hygienic and anti-epidemic measures, compliance with sanitary rules, norms and hygienic standards.
- Provides work to improve the qualifications of medical personnel, the development of their professional knowledge.
- Analyzes the activities of the structural unit of the healthcare organization and, based on the assessment of its performance indicators, takes the necessary measures to improve the forms and methods of the organization.
- Ensures compliance with the requirements of internal labor regulations, compliance with medical ethics, fire safety and safety, sanitary and epidemiological regime.
- Provides reporting.
- Manages the Center’s branch in accordance with the current legislation of the Republic of Kazakhstan.
- Organizes the work of the department to ensure the medical and diagnostic process in full, in a timely manner, at the modern level.
- Controls accounting and reporting in the department. Submit a report on the work of the department on time in the prescribed form. Analyze the performance indicators of the department; based on the results of the analysis, take measures aimed at rational use of bed capacity, improving the quality and timing of examination and treatment of patients.
- Provide the clinic management with the necessary information about patients, the course of their disease, treatment and diagnostic measures, and the prognosis of the disease on demand.
- Ensure planned and emergency hospitalization of patients in the department, taking into account the proficiency, course of the disease, the plan of the educational process. Participate in the work of the hospitalization commission.
- Ensure and control the correctness and timeliness of examination and treatment of each patient department by:
■timely examination of each patient admitted to the department no later than one day;
■ making rounds of the department at least once a week;
■ participation in rounds of the department by a professor, associate professor, senior researcher;
■ systematic examination of seriously ill patients;
■ monitoring of long-term patients in the department.
- Resolve issues of discharge and transfer of patients independently or in agreement with a professor, associate professor, control the correctness and timeliness of registration of discharge documents, sign them.
- Advise the doctors of the department on diagnostics and treatment, participate in the performance of medical and diagnostic procedures; involve senior specialists or doctors of other specialties for consultation.
- Systematically monitor:
■ correctness of medical records in the department;
■ correct discharge, receipt, storage, use of medicines, including expensive, potent, drugs, alcohol, dressing; sign in logbooks;
■ nutrition issues of patients: correct prescription of diet, quality and timeliness of delivery of ready-made food and dry rations to the department, correct transportation, organization of feeding of patients;
■ implementation of sanitary and anti-epidemic regime;
■ timely examination of certain groups of employees for occupational disease or infection; take measures to eliminate the causes of “causing” nosocomial infection;
■ compliance by employees, patients and their relatives with the internal regulations of the clinic;
■ participation of the department staff in the treatment process;
■ the work of doctors, nurses, nurses and other employees of the department for their official duties;
■ receipt, accounting, movement, correctness of sick leave certificates.
- Directly carry out medical work in the appropriate amount: management of patients, performing duty at the clinic.
- Come to the department outside of working hours at the call of the administration, the doctor of the department or the doctor on duty of the clinic, in cases of the need to organize the medical and diagnostic process (consultation, consultation, meeting).
- In the case of the death of a patient, the head of the department must:
■ ensure the correct and timely preparation of medical documentation and its submission to the design department;
■ storage of the corpse and its transfer to the morgue in accordance with the requirements;
■ ensure the presence of the attending/duty doctor at the autopsy of the deceased patient.
- Participate on your own and ensure the participation of doctors of the department in the work of the KILI clinic, clinical and anatomical and other conferences of the Medical Center.
- Ensure the readiness of the office to work in emergency situations, manage it. Timely inform the clinic management of all incidents and measures taken.
- Consider complaints from patients, their relatives, employees of the department, take measures to eliminate the causes of complaints; systematically check and sign the complaint book.
- Work with frames:
■ Participate in recruitment with the clinic administration; make their rational arrangement and movement;
■ Ensure conditions for employees to perform their job duties in accordance with job descriptions, occupational health, safety, fire safety requirements;
■ Control the correctness of the preparation and maintenance of schedules;
■ Promptly inform employees, in terms of their concerns, orders and instructions of higher officials, monitor their implementation.
- Systematically improve their qualifications and confirm the legal right to engage in medical activities in this specialty in the prescribed manner.
- Ensure the participation of the department in the inventory of material assets, writing off those that have become unusable in accordance with the order of the rector of the University. Submit applications for medical equipment, tools, equipment, hard and soft equipment, etc. within the established time frame.
- Monitor the condition of technical communications premises; timely submit requests for repair, quality and timeliness of their implementation.
- Observe for himself and ensure that the employees of the department observe labor discipline, internal labor regulations, medical ethics and deontology.
- Ensures that the Policy, Objectives, Standards are communicated to each employee of the office.
- Participates in the development and control over the implementation of corrective and preventive actions to eliminate and prevent inconsistencies identified as a result of internal inspections.
- Complies with the requirements of internal regulatory documents.
