Vacant position: Head of the department of oncosurgery for 60 beds of the medical center of NJSC “West Kazakhstan Marat Ospanov Medical University”

Basic requirements for the participant of the competition:

Compliance with the general requirements for the qualification of a doctor (by profile) of the first (highest) qualification category in clinical specialties (if available) or work experience in the relevant clinical specialty for at least 6 years; a specialist certificate for admission to clinical practice.

Functional responsibilities:

1.1. Manages the structural unit of the organization, organizes the work and effective interaction of structural units to provide timely and high-quality medical and medicinal care to the population.

1.2. Ensures compliance with the requirements of medical ethics.

1.3. Bears personal responsibility for compliance with anti-corruption legislation, and taking measures to prevent manifestations of corruption on his part and subordinates, for the material, technical, medicinal resources entrusted to him, as well as responsibility for their safety and intended use.

1.4. Defines the policy, strategy of the structural unit of the health organization and the mechanism of its implementation.

1.5. Takes measures to ensure the organization with qualified personnel, the rational use of their professional knowledge and experience, the creation of safe and healthy conditions for their life and work, the formation of a favorable psychological atmosphere in the team.

1.6. Ensures the introduction of new and improvement of existing diagnostic, therapeutic and preventive care, improving the quality and competitiveness of services provided.

1.7. Organizes work on the study and assessment of sanitary and epidemiological situations.

1.8. Takes effective measures to improve the sanitary and epidemiological situation.

1.9. Organizes operational and laboratory-instrumental control over the conduct of hygienic and anti-epidemic measures, compliance with sanitary rules, norms and hygienic standards.

1.10.  Provides work on professional development of medical personnel, development of their professional knowledge.

1.11. Analyzes the activities of the structural unit of the health organization and, based on the assessment of its performance indicators, takes the necessary measures to improve the forms and methods of work of the organization.

1.12. Ensures compliance with the requirements of the internal labor regulations, compliance with medical ethics, fire safety and safety regulations, sanitary and epidemiological regime.

1.13. Provides reporting.

1.14. Manages the department of the Center in accordance with the current legislation of the Republic of Kazakhstan.

1.15. Organizes the work of the department to ensure the treatment and diagnostic process in full, on time, at the modern level.

1.16. Controls accounting and reporting in the department. Submit a report on the work of the department within the prescribed period in the prescribed form. Analyze the performance indicators of the department; based on the results of the analysis, take measures aimed at the rational use of the bed fund, improving the quality and timing of examination and treatment of patients.

1.17. Provide the clinic management with the necessary information about patients, the course of their disease, therapeutic and diagnostic measures, and the prognosis of the disease on demand.

1.18. Provide planned and emergency hospitalization of patients to the department, taking into account the profile, the course of the disease, the educational process plan. To participate in the work of the commission on hospitalization.

1.19.  To ensure and monitor the correctness and timeliness of the examination and treatment of each patient in the department by:

 timely examination of each patient admitted to the department no later than one day;

 conducting rounds of the department at least once a week;

 participation in the rounds of the department by a professor, associate professor, senior researcher;

systematic examination of seriously ill patients;

monitoring of patients who are in the department for a long time.

1.20. To resolve issues of discharge and transfer of patients independently or in agreement with a professor, associate professor, to control the correctness and timeliness of discharge documents, to sign them.

1.21. To advise the doctors of the department on issues of diagnosis and treatment, to participate in the performance of therapeutic and diagnostic procedures; to involve senior specialists or doctors of other specialties for consultation.

1.22. Systematically monitor:

the correctness of maintaining medical records in the department;

the correctness of the discharge, receipt, storage, use of medicines, including expensive, potent drugs, alcohol, dressings; sign in the accounting journals;

 issues of nutrition of patients: the correctness of the diet, the quality and timeliness of delivery of ready food and dry rations to the department, the correctness of transportation, the organization of feeding of patients;

implementation of the sanitary and anti-epidemic regime;

 timely examination of certain groups of employees for the presence of an occupational disease or infection; take measures to eliminate the causes that “caused the occurrence” of nosocomial infection;

compliance by employees, patients, and their relatives with the internal regulations of the clinic;

participation of the staff of the department in the treatment process;

the work of doctors, nurses, nurses and other staff of the department in the performance of their official duties;

receipt, accounting, movement, correctness of registration of sick leave.

1.23. Directly perform medical work to the appropriate extent: managing patients, performing clinic duties.

1.24. Come to the department after hours at the call of the administration, the doctor of the department or the doctor on duty at the clinic, if necessary, the organization of the therapeutic and diagnostic process (consultation, consultation, meeting).

1.25.  In case of death of a patient in the department, he is obliged to:

ensure the correct and timely registration of medical documentation and its referral to the autopsy;

storing the corpse and transferring it to the morgue in accordance with the requirements;

Ensure the presence of the attending physician/duty physician at the autopsy of the deceased patient.

1.26. To participate yourself and ensure the participation of the department’s doctors in the work of the KILI clinic, clinical and anatomical and other conferences of the Medical Center.

1.27. To ensure the readiness of the department to work in emergency situations, to manage it. Promptly inform the management of the clinic about all incidents and measures taken.

1.28. Consider complaints from patients, their relatives, department staff, take measures to eliminate the causes that caused complaints; systematically check and sign the complaint book.

1.29.  To work with personnel:

to participate in the selection of personnel together with the clinic administration; to make their rational placement and relocation;

to provide conditions for employees to perform their official duties, in accordance with job descriptions, requirements of occupational safety, safety, fire safety;

to control the correctness of the preparation and maintenance of schedules;

To promptly bring to the attention of employees, as far as they are concerned, the orders and orders of higher officials, to monitor their implementation.

1.30. Systematically improve their qualifications and confirm the legal right to engage in medical activity in this specialty in accordance with the established procedure.

1.31.  To ensure the participation of the department in conducting an inventory of material assets, writing off those that have become unusable in accordance with the order of the Rector of the University. Submit applications for medical equipment, instruments, equipment, hard and soft inventory, etc. within the established time limits.

1.32. To monitor the condition of the premises of technical communications; to submit timely requests for repairs, the quality and timeliness of their implementation.

1.33. To observe and ensure that employees of the department observe labor discipline, internal labor regulations, medical ethics and deontology.

1.34. Ensures that Policies, Goals, and standards are brought to the attention of each department employee.

1.35.  Participates in the development and control over the implementation of corrective and preventive actions to eliminate and prevent inconsistencies identified as a result of internal audits.

1.36. Complies with the requirements of internal regulatory documents.

1.37. Complies with the requirements of this job description.

7) medical certificate of health status (medical professional advisory opinion) in form No. 075/u, according to the forms of primary medical documentation of healthcare organizations approved by Order of the Acting Minister of Health of the Republic of Kazakhstan dated November 23, 2010 No. 907, issued no more than six months before the date of submission of documents (or notarized copy);

8) a certificate from a neuropsychiatric organization in the form, according to the standard of the state service “Issuance of a certificate from a neuropsychiatric organization”, approved by Order No. 272 of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 27, 2015, issued no more than one year before the date of submission of documents (or a notarized copy);

9) a certificate from a narcological organization in the form, according to the standard of the state service “Issuance of a certificate from a narcological organization”, approved by Order No. 272 of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 27, 2015, issued no more than one year before the date of submission of documents (or a notarized copy);

10) a certificate on the presence or absence of information on records issued by the Committee on Legal Statistics and Special Records of the Prosecutor General’s Office of the Republic of Kazakhstan on the commission of a criminal offense by a person;

11) the participant of the competition has the right to submit additional information concerning his education, work experience, professional level, knowledge of languages (list of scientific publications, recommendations from the management of the previous place of work, certificates, diplomas, etc.);
