Vacant position: Vice-Rector for Strategic Development, Science and international cooperation, member of the Board of NJSC “West Kazakhstan Marat Ospanov Medical University”
Basic requirements for the participant of the competition:
- higher education in the field of activity;
- having an academic degree or an academic doctorate (PhD);
- work experience in the healthcare/higher education system of at least 10 years, including in leadership positions in educational organizations and/or educational authorities for at least 5 years, a certificate of completion of advanced training courses in educational management.
Citizens are not allowed to participate in the Selection:
- do not meet the qualification requirements established in paragraph 2.3. these Rules;
- deprived of the right to occupy leadership positions for a certain period of time by a court decision that has entered into legal force;
- in other cases provided for by the legislation of the Republic of Kazakhstan.
Functional responsibilities:
- Develops and implements strategic directions for the development of the university, short-term and long-term development programs for the university in the main areas of activity, their organization and information support.
- Sets budgeting priorities and monitors expenses to ensure the financial stability of implemented programs, organizes calculations of the effectiveness of project implementation, and analyzes the possibility of financial support for programs.
- Draws up strategic, long-term and current plans for research work at the university, organizes and controls the research and innovation activities of university departments, structures responsible for the development of scientific activities of the university.
- Contributes to ensuring the unity of educational and scientific processes, the introduction of advanced experience of medical science into the educational process, conducting scientific research and introducing the results of scientific research into the educational process.
- Ensures the implementation and quality of scientific and research work at the university.
- Supervises international cooperation related to implementation, scientific and publishing activities.
- Coordinates monitoring of the level of criterion indicators of state accreditation for the university in research and innovation activities.
- Organizes and coordinates the participation of university employees in republican and international competitions of scientific projects and grants.
- Provides scientific guidance to the work provided for in the thematic plan of the university, coordinates the final goals and expected results.
- Determines the needs of departments, scientific and practical centers, laboratories, for equipment, materials and other resources and takes measures to provide departments with the necessary resources, preserve resources, and their rational use.
- Coordinates interaction between representatives of science and practice.
- Organizes scientific conferences and seminars in accordance with the approved calendar plans of the university.
- Makes proposals for improving the scientific and clinical work of the university.
- Provides assistance in organizing and supervising student scientific work.
- Develops scientific, scientific-methodological and scientific-production cooperation with organizations and enterprises of the region, the Republic of Kazakhstan, countries of the near and far abroad.
- Coordinates the implementation of strategic plans for the development of the university (areas of activity) at all stages, monitors the compliance of decisions made and actions taken with the main development strategy of the university, analyzes indicators at each stage of the implementation of the development strategy.
- Prepares proposals for the development of new directions for the development of the university, new technologies; develops projects for technical and administrative modernization of the university.
- Develops measures to prevent and reduce risks in the main areas of the university’s activities.
- Carries out planning of international activities, determines areas of cooperation with potential strategic partners, manages the preparation of plans and agreements on cooperation with foreign educational, scientific and healthcare organizations.
- Ensures the establishment of contractual relations on issues of strategic partnership and cooperation with government bodies and institutions, international and national educational, scientific and health organizations, associations, and public organizations.
- Provides contacts and connections with international and professional organizations, organizes and manages information, advertising and marketing work on issues related to the admission of foreign citizens to study at the university.
- Manages the processes of academic mobility of students with domestic and foreign higher educational institutions, secondments to other educational and health organizations of teaching staff and university employees within the framework of interuniversity cooperation.
- Provides organizational mechanisms for normative and methodological support of academic mobility programs and the development of an assessment system for academic mobility, development of an information system about academic mobility programs.
- Organizes protocol functions: organizing the reception of representatives and delegations of foreign universities in accordance with existing regulations and instructions, correspondence with foreign potential and actual partners, ensuring the signing of protocols and agreements on international cooperation.
- Ensures compliance with migration legislation by foreign students of the university and invited foreign representatives of universities.
- Organizes the process of admission and enrollment of foreign citizens, drawing up, in the prescribed manner, annexes in English to educational documents issued to foreign students, ensuring compliance with the procedure for considering citizens’ appeals, carrying out personal reception of citizens on issues within the scope of activity.
- Ensures the development of programs for inviting prominent scientists and leading specialists in the field of education and healthcare to give lectures as part of academic mobility and the development of partnerships between the University and foreign universities, enterprises, and research centers.
- Promotes the full development of mentoring and adaptation of newly hired employees.
- Prepares an annual report on the results of the activities of the relevant structural divisions of the university.
- Represents the interests of the university in relations with authorized bodies, higher educational institutions, enterprises and organizations within the limits of its powers.
- Takes measures and creates conditions to combat corruption within the limits of its powers.
- Reports on his work at a meeting of the Board of Directors, the Board, the Academic Council and to the Chairman of the Board – the Rector of the university.
- Provides control over compliance with the requirements of legislative and other regulatory legal acts on labor protection, safety precautions and the creation of safe working conditions.
- Coordinates the work of the Academic Council and the problem commission.
List of documents for participation in the competition:
Citizens wishing to take part in the Selection provide the following documents to the Secretary of the Commission:
1. application in the form in accordance with Appendix 1 to the Rules;
2. track record in the form in accordance with Appendix 2 to the Rules;
3. a copy of the identification document of the Selection participant;
4. copies of educational documents and annexes to them, providing the originals for verification:
- Copies of educational documents received by citizens of the Republic of Kazakhstan in foreign educational organizations are accompanied by copies of certificates of recognition or nostrification of these educational documents issued by the authorized body in the field of education, with the exception of educational documents issued by foreign higher educational institutions, scientific centers and laboratories to citizens Republic of Kazakhstan – holders of the international scholarship “Bolashak”, as well as those subject to the international treaty (agreement) on mutual recognition and equivalence;
- a copy of the certificate of completion of studies under the international scholarship of the President of the Republic of Kazakhstan “Bolashak”, issued by the joint-stock company “Center for International Programs” is attached to copies of educational documents issued to holders of the international scholarship “Bolashak”;
- copies of educational documents subject to an international treaty (agreement) on mutual recognition and equivalence are accompanied by copies of certificates of recognition of these educational documents issued by the authorized body in the field of education and science;
5. copies of documents confirming the availability of a scientific/academic degree;
6. documents confirming work experience, including in management positions;
7. a medical certificate of health (medical professional advisory opinion) in form No. 075/u, issued no more than six months before the date of submission of the documents;
8. a development program for the supervised area of activity of the University for the next 5 years;
9. a certificate of the presence or absence of a criminal record;
10. information about the commission of a corruption crime by a person.
Persons applying for participation in the Selection may provide additional information regarding their education, work experience, professional level and reputation (copies of documents on advanced training, conferment of academic degrees and titles, characteristics, recommendations, scientific publications and other information characterizing their professional activities, qualifications).
