The Personnel Development Department is a structural unit of the NAO «Marat Ospanov West Kazakhstan Medical University» (hereinafter – the University) and is part of the Department of Human Resources Management, supervised by the Executive Director, a member of the Management Board.

The purpose of the Department is to implement personnel policy measures aimed at effective staff development in order to achieve the objectives of the university’s development.

Tasks:

-participation in the development and implementation of the University’s personnel policy;

-coordination of the staffing of the University in accordance with the qualification requirements of positions and the current legislation of the Republic of Kazakhstan;

-organization and holding of a competition for vacant positions of teaching staff, researchers and persons equivalent to them, heads of structural divisions of the university;

-organization and conduct of certification of teaching staff;

-formation of the University’s personnel reserve;

-planning of professional development and retraining of university staff.

To perform these tasks, the Department is assigned the following functions:

-Organization of work in accordance with the personnel policy of the university.

-Participation in the development of personnel policy and internal regulatory documents of the University on personnel issues.

-Assistance to the heads of structural divisions in the search and selection of personnel.

-Organization of job updates and announcements for vacant positions on the official website of the University and information resources.

-Development of an annual plan for advanced training and retraining of university staff.

-Organizing and conducting an annual anonymous survey to determine the overall satisfaction of the staff with working conditions, processing the results of the survey.

-Organization of a competition to fill vacant positions of teaching staff and persons equivalent to them, heads of medical clinics and structural divisions, certification of teaching staff of the university, its methodological and informational support.

-Coordination of the development of job descriptions for university employees.
